Potential Ballot Measures Target Rent Control, Energy-Efficiency Mandate

A Highlands Ranch man who owns rental property in Boulder has filed two ballot measures dealing with rent control and energy-efficient building codes, The Denver Post reports.

Jeff Halpape said the rent-control proposal is in response to proposed legislation that permits an owner and a government agency to enter into a contract that controls rent on private property. The other measure, he said, was filed because the Boulder City Council is looking at requiring landlords to make energy-efficient upgrades.
